Staff Announcement – DALC CEO 06/10/2025

Read about recent and upcoming staffing changes at DALC, including the appointment of Rebecca Walker as Chief Executive Officer (CEO).

As announced at last week’s conference and in our weekly e-bulletin, the DALC Board are delighted to advise that Rebecca Walker has been appointed to the post of Chief Executive Officer with effect from 1st October 2025.

Rebecca will be well known to most of you and she has both served as our long standing Member Services Officer and acted in the post of Head of Services for most of the last year.

Rebecca will continue to be supported by our long serving Training Officer (Elise Callaghan) and our Member Services Officer (Karen Chapman). In addition we are creating a new role to develop communications with and for member councils including improved website design and IT systems.

DALC Chair, Liz Brookes-Hocking says: “I am really pleased at the Board’s decision to appoint Rebecca to the CEO role.  I have every confidence that the strong team we now have will be more than equal to the challenges ahead under her leadership.”

Read below to hear from Rebecca about her plans, and a message to our members.

DALC CEO, Rebecca Walker says: I’m so excited to be taking on the role of CEO at DALC. I’ve loved working here over the last 6 years especially getting to know our member councils and the wide range of work that you do, and I’m looking forward to getting to know more of you now!

Our priority remains the delivery of our member services, and ensuring that we’re delivering the support you need. We’re so grateful that 157 of you completed the recent Member Survey and we will be going through all of the feedback carefully.

Local government re-organisation is likely to dominate the next few years, which brings a lot of uncertainties and unknowns, although also some excitement about the opportunities for parish and town councils. We will be continuing to champion the town and parish sector, advocating for good communication between local councils and principal authorities, working towards the meaningful dialogue that parishes and towns deserve

The main message I have for members is that we’re here for you. Please don’t think you can’t contact us if you have a query or need some help; it is why we’re here! We have a strong staff team who are delighted to help our members, so please don’t hesitate to reach out if you need us.
