Annual Conference and AGM 2026

Thank you for attending the DALC Conference 2026. With record attendance, this was our largest conference to date, and we’re delighted that so many people were able to join us. We hope the day provided valuable learning opportunities, practical insights and meaningful connections.

AGM and Annual Report

Chair Liz Brookes-Hocking presented our 25.26 annual report which is now available for download. A change to DALC’s Articles of Association were confirmed, meaning that we can now have up to 12 directors serving for 4 years at a time. We will be recruiting for new directors shortly.

Liz Brookes-Hocking and Ian Cowling were re-appointed to the Board of Directors, and Debbie Fletcher was appointed to the Board. See the current list of directors.

AGM Draft Minutes are available here.

Conference resources

Delegates enjoyed hearing from Catherine Marlton, clerk of Totnes Town Council, and Tim Bennett, Mayor of Totnes Town Council, about collaborative working with neighbouring councils. The session was packed with useful tips for building partnerships in your own area as a way of developing resilience.

Stronger Together: Building Partnerships

We were delighted to welcome Donna Manson, chief executive of Devon County Council, and Stephen Walford, chief executive of Mid Devon District Council to provide us with an update on local government reorganisation.

This session was much appreciated, and provided a very useful and timely update on where Devon is currently at and all the work that has been happening behind the scenes.

We’re very grateful to Donna and Stephen for attending, and look forward to continuing to build on our positive working relationships to ensure the best outcomes for Devon.
